Migration in the Context of a Cultural Dialogue

General Context:

    Migration has received a special and distinguished attention at the international sentimental, intellectual and political level, because it has been, and still is, associated with the huge transformation in the life of mankind. Migration was, mostly, the big event that has been a turning point in the history of mankind, and a major conversion in the social, political, economic and cultural existence. It has been followed by intellectual and cultural changes that transferred mankind to a new phase different from any previous phases.

    Despite the many approaches enriching the international political, juristic and social thought, most of such theses stemmed from clear association to intellectual ideologies which subjected the future of wide categories of people to the logic and structure of the dominant concept. Looking into the logic of things through an association of a lofty model would consider that human rights are not discussed through their internal framework and constituents, but rather through that dominant and prevalent model which assumes that the materialistic pattern and national interest are above any moral consideration. Such model turns a blind eye to its negativities and its internal contradictions which resulted in a host of international crises, especially that of racial, religious and Islamophobia. This is besides war and famine victims, let alone the views of such model abouts the international law and order on the basis of a materialistic basis away from the spiritual and moral aspect. this is not a political philosophy as much as it is an ideological one which serves the western centralism and reproduces it using new and different artificial tools.

     Migration takes differing forms, from free choice to compulsory reality. While some people live emigration as a positive experience which enables them to find a true living, others see it as a chance to escape atrocity, extremism, terrorism, wars, unemployment, illiteracy, depravation and all forms of discrimination, exploitation and marginalization. Despite all this, the migration portfolio, according to the Immigration Department, is dependent on a broad cultural perspective and subject to farfetched conditions.??? This will remain so as long as human rights and humanitarian interest are dependent on an inhumane and non-moral basis; and it does not take into effect any consideration for others who are different, weak or destitute. Violations of human rights against immigrants still involve deprivation of their civil, political, economic, social and cultural rights. Mostly, this deprivation is strongly associated with discriminatory laws, and with bias and hatred towards foreigners and those who are different.

      In the context of enhancing efforts to find permanent and practical solutions to the immigration issue, the importance of the strategic partnership among nations in all aspects appears to highlight the need for keeping the international peace and security, and supporting the development process without which the goals sought by the United Nations would not be achieved. To realize such goals like enhancement of justice, human rights, providing humanitarian assistance and participation in collective work, it is necessary to look into this issue extensively and comprehensively. This effort is needed to confront the existent challenges facing the world, with the objective of arriving at solutions to the regional and international crises, preventing conflicts and building and keeping peace. This is exactly what coincides with the State of Qatar vision in the Alliance of Civilizations in theory and practice. It also concurs with several institutional, civil and academic efforts geared to activate the mechanisms of integrating immigrants into the societies the arrived at, improving their various conditions and absorbing any expected unwanted effects in handling this sensitive issue.

      From this vision, Qatar Committee for the Alliance of Civilizations at the Ministry of Foreign Affairs and the ISESCO Chair for the Alliance of Civilizations of the Faculty of Sharia and Islamic Studies at the University of Qatar are introducing  the Second Session for the Global Award for Dialogue among Civilizations – 2019 under the subject/title “ Migration within the Context of Culture Dialogue”. The subject falls into in six themes, hoping that researchers shall contribute to look into them extensively and in depth with original ideas and practical plans to be added to the efforts made in this significant cultural problem.

The Themes are:

·        Migration between the Legal and Cultural Paradoxes: Determinants and Concepts.

·        The Role of Migration in Acquainting with Civilizations, Achieving Closeness among Nations and Easing of Cultural Tensions.

·        The Islamic Perspective of Migration; and Examples from Islamic History and Heritage, and their status in the Contemporary Context.

·        Protection of Immigrants’ Rights and their Impact on the Cultural Approximation (Religious Freedom and Practice of Rituals – Education – and Political and Social Rights).

·        Immigrants between incorporation, Integration and Dissolution: Means to Enhance Common Cultural Factors, and Enriching Social and Cultural Diversification.

·        Global Partnership, Contribution of Countries and Institutions in the Migration Issues, and the Impact on international peace and Security.

Conditions of Participation:

–         Adherence to one of the Award Themes.

–         Deep and Methodological Presentation of Research.

–         Research shall not be less than 200 pages (70000 words( and in accordance with the required specifications of production and printing.)

–         Research shall be in Arabic, English or French.

–         Research shall be original, uncopied and authenticated with sources and references; and not an extract from academic thesis, or published before.

–         Research shall be printed according to the standard specifications of printing, provided that the text font shall be 16 and footnotes 14 in simplified Arabic. This is for researches presented in the Arabic language. Researches in English and French languages shall be presented in times new roman. Reference shall be mentioned in full for first time in the margin. Sources and references shall be in alphabetical order at the end of the Research. The conclusion shall include a summary ideas and most important results of the Research.

 Note: the list of Arabic references shall be written in the transliteration system.

How to Participate?

  The participation letter shall include the following:

–        Submit your booking request via Diae.events

–         A complete CV of the participant with highly clear colored photo.

–         participation letter of intent, with a summary of the Research before 1 January 2019.

–         A final copy of the Research in Word and PDF to be received before 1 June 2019.

–         Presentation of a letter where the Participants undertakes that the Research is not extracted from an academic thesis, and that it has not been published before.

n  Value of Award:

The Prize value has been determined according to the following:

–         First Prize/Award: QR 80000 (Eighty thousand Qatari Riyals).

–         Second Prize/ Award: QR 45000 (Forty-Five Qatari Riyals).

–         Third Prize/Award: QR 25000 (Twenty-Five thousand Qatari Riyals).

–         Award may be withheld if the scientific, methodologic or authentic winning conditions are not met.

n  Date of Receiving Prizes/Awards:

Winners are announced at a time close to the Doha Forum Date. Prizes/Awards are distributed in a distinguished ceremony in December 2019 which will be under the patronage of H.H. Emir of the State of Qatar. Winners will be invited to attend the ceremony and receive their prizes/awards. The competent sponsoring parties will bear the cost of travel and stay during the delivery of the prizes/awards period.
